Goulburn Mulwaree Council are seeking funding to establish a Special Entertainment Precinct which covers the Goulburn Central Business District. If successful, Council will begin the process of engaging with interested people and those affected to set up an initial 12-18 month Trial of the Precinct.
Council is seeking your input into the early stages of this exciting new precinct for Goulburn through a simple 4 question Quick Poll at the end of this page.
What is a Special Entertainment Precinct?
A Special Entertainment Precinct (SEP) is a designated area where the Council sets trading hours and sound conditions to support live performances while providing certainty for venues, residents, and businesses. SEPs reduce administrative burdens, encourage live music, and help create a more vibrant nighttime economy.
What will it do?
The SEP will establish fixed, measurable sound limits for entertainment venues (measured at an external boundary) and internal noise limits for new and extended residential development and hotel and motel accommodation within and close to the Precinct.
This differs from the current approach where the assessment of noise disturbance complaints relates to whether the sound is considered “offensive”.
What won’t it do?
Won’t apply to sound disturbance from activity on the street
Won’t apply to sound coming from non-entertainment venues such as shops and residences
Won’t apply to mechanical sound such as ventilation equipment
Won’t apply to sound from roads or the railway
Where will it apply?
The Goulburn CBD Core which spans from Bradley Street to Clinton Street, Sloane Street to Bourke Street and includes the Goulburn Bowling Club and the Hume Conservatorium.
Where has the boundary come from?
The boundary has been determined by the Evening Economy Working Group which consisted of:

Representatives of licensed venues and venues with live performances.
What are the benefits?
Establishes Goulburn CBD as an area where entertainment and live performances are supported and encouraged
Specific fixed sound limits provide certainty to venue operators and the public
Reduced liquor licensing fees when venues include live entertainment
A 1-2 hour trading extension on nights with live performances
An established sound complaints process
Future residents in proximity are given forewarning of the SEP and applicable sound limits to be expected.
Reduces land use conflict issues
What are potential impacts?
Potential costs around additional sound attenuation measures to ensure sound limits are not exceeded.

Special Entertainment Precinct Kickstarter Grant Funding determination

Council have applied to the NSW Office for the 24-hour Economy Special Entertainment Kickstarter Grant program. Grant funding will be determined in May 2025. The project will proceed if Council is successful in the funding bid. The project is unlikely to proceed if council is unsuccessful.

Sound Monitoring

Subject to receiving the grant funding, an appointed acoustic consultant will undertake sound monitoring and testing at various locations around the precinct to establish the current sound environment. This will inform the baseline upon which subsequent sound criteria will be established.
Draft Sound Criteria

Sound limits for external noise emanating from entertainment venues and internal sound limits for future residential and hotel and motel accommodation drafted.
Prepare Draft Precinct Management Plan and Development Control Plan Policy

Utilise sound monitoring data and draft sound criteria to draft a precinct management plan and development control plan policy which determines sound limits and how the SEP precinct will operate. They will:
Set external sound limits for entertainment venues
Set internal sound limits for residential and hotel and motel accommodation
Set out the compliance framework and complaints process
Establish guidelines for balancing entertainment sound with other more sensitive uses

Upon completion of the planning proposal and draft supporting documentation, the planning proposal report will be submitted to the NSW Department of Planning, Housing and Infrastructure for its review against State policy.
Gateway Determination

If the Gateway process determines the planning proposal meets State policy requirements a positive Gateway determination will be provided to Council to continue with the process.
Public Exhibition

Following a positive gateway determination Council will consult widely with the community, stakeholders and State agencies to understand concerns and seek to address them through revisions to the Planning proposal, Precinct Management Plan and Development Control Plan.
Final Report to Council

Submissions received from the public exhibition are summarised and presented to councillors and any proposed changes to the planning proposal, precinct management plan and development control plan are highlighted.
If Councillors resolve to proceed with finalisation, the planning proposal and supporting documentation will be submitted to the NSW Department of Planning, Housing and Infrastructure for changes to the Local Environmental Plan to be implemented.
Gazettal and Adoption of changes

The Gazettal and Adoption stage sees the implementation of the proposed changes to the Local Environmental Plan for a trial period and adoption and implementation of the Precinct Management plan and Development Control Plan policy.
Public Consultation and Review of the Trial

Subsequent the 12-18 month trial operation of the Special Entertainment Precinct, the community and stakeholders will be asked whether the special entertainment precinct and its sound compliance provisions should be made permanent.
